1086 volume problem

i have an RM100 with the 1086 dan donegan and the SL+. to balance the volumes of the two modules, i have to run the 1086 with the volume at 8 while the SL+ is at about 10:00 (not even halfway). i'm owndering if there is something wrong with the board or if one of the tubes was damaged in the 1086. any ideas?

after playing through them again, i also found that the SL+ has quite a bit more gain then the 1086, which (from what i've read) isn't how its supposed to be. i will try replacing the tubes tomorrow, but does anyone have any idea what else it could be?
