i just got a rm 100, and a 4x12 randall cab.

im new to the whole half stack thing and was wondering what i should have my ohm settings at

You set your amp Ohm selector to match the speaker cab. There should be some label by the jack on back of your cab.

If its a Randall MTS cab you have 3 options, 2 with switch set to Mono and one with switch on Stereo:

Stereo - plug into either jack and set head to 8Ohms. This operates cab on two speakers only (left or right hand side)

Mono 4 Ohms - plug into jack on left hand side (looking from rear) this drives all 4 speakers

Mono 16 Ohms - plug into jack on right hand side (looking from rear) this drives all 4 speakers
 
One would not really be better than the other. It's just that those are the correct loads for the speaker configuration you have. Try it and see which one sounds good to you.
